François Eugène Latapi, son of Jacques Latapi and Anne Loustaunau, was born in Izeste in the department of Basses-Pyrénées (today Pyrénées-Atlantiques), July 13, 1824. In December 1854, he moved to Mexico . He was imprisoned in 1859 for political reasons. He married María Juana of the Soledad Tomasa Rangel on February 4, 1864 in Texcoco (Mexico). From this union were born six children including four out of wedlock. Photographer, he is the owner of a photo shop in the historic center of Mexico City. He then goes up to Texcoco, a glass factory in Los Vidrios de Texcoco, which still exists today. Eugène Latapi died on November 14, 1868 in Mexico City at the age of 44. He had family in Arudy in the Pyrénées-Atlantiques where his counterpart, photographer Georges Penabert (Arudy 1825 - Paris 1903), whose family had emigrated to Brazil, comes from. During a trip to France in 1866, Eugène Latapi addresses Penabert in his studio in Paris, for his photographic portrait.
